POSITION SUMMARY

This position is responsible to the Controller for all financial matters relating to the operation of accounting services providing expertise in financial, project accounting, implementing organizational accounting and finance policy, and supporting investing and reporting functions.

 The Accounting manager will provide guidance and oversight to the management and accounting staff responsible for financial transactions, reporting and compliance. The position will work closely with the Authority's Controller to identify and create financial procedures and internal control procedures related to reporting and transactions. The Accounting Manager will provide guidance on staff training and financial deadlines. The Accounting Manager will provide guidance on daily activities related to transaction analysis, recording, tracking and auditing of financial information. The Accounting Manager will have the accounting knowledge to lead and motivate assistant managers and supervisors to increase department accuracy and efficiency. The Accounting Manager will delegate, supervise and participate in finance department tasks, oversee the recording, tracking and reporting of financial information. The Accounting Manager will hire, train and motivate the Assistant Accounting Manager. In the event of a vacancy at the Assistant Accounting Manager position, the Accounting Manager will also hire, train and motivate the Financial Services Supervisor and Accounting Supervisor. The Accounting Manager will be responsible for developing and implementing department controls and procedures, and assurances that the department operates efficiently without sacrificing accuracy.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Responsible for directing the operation of accounting services and maintaining control over the financial activities through responsible accounting and administration, and ensuring all projects and month-end and year-end reports are completed accurately and on time.
  2. Responsible for providing oversight and guidance relating to contract revenue settle-up, mid-year reallocation of billings to customer cities, and billing or payment issues with customer cities.
  3. Responsible for maintaining all general and subsidiary ledgers, accounting records, financial statements and reports, accounts receivable and payable records, and payroll data for all funds.
  4. Responsible for providing guidance and review related to the reporting of state and federal payroll and employment information.
  5. Responsible for providing guidance and review of financial reports, forecasts, statements, and financial analysis, and preparation of all billings for accounts receivable and cash accounts.
  6. Responsible for working with the Controller to identify and implement accounting systems, processes, and other continuous improvement plans and initiatives.
  7. Responsible for working with the Controller in helping the organization's auditors with their planning, preparations, fieldwork, and completion of the annual audit, as needed.
  8. Responsible for maintaining a system of internal controls over accounting transactions, reviewing and mitigating of all internal controls and any deficiencies identified, helping in the design and development of financial policies and procedures with the Controller and Chief Financial Officer, and actively contributing in the planning, implementing and supervising of the organization's financial strategy
  9. Responsible for providing guidance and review related to the monthly, quarterly, and annual General Ledger close processes, and providing ad hoc financial reports or other reporting support as needed.
  10. Responsible for staying informed on any AICPA, GASB, and TRA new developments, updates, or changes related to policies and controls, and ensuring conformance with any such accounting and reporting requirements.

SUPERVISORY RESPONSIBILITIES

The Accounting Manager will regularly have full personnel management responsibilities including approving time, hiring selection, providing discipline, addressing grievances, and completing formal performance evaluations for this position's direct and indirect reports.

FINANCIAL RESPONSIBILITY

Approximately assets of $2.2 billion, liabilities of $1.7 billion, revenues of $185 million, and expenses of $182 million.

EDUCATION

A 4-year bachelor’s degree in Accounting is required.

Graduate studies in Accounting are a plus.

EXPERIENCE

A minimum of five (5) years of demonstrated, responsible experience in General Ledger accounting, financial planning, and business administration is required, including a minimum of two (2) years of supervisory experience.

CERTIFICATES, LICENSES, REGISTRATIONS

Certification as a Public Accountant (CPA).

KNOWLEDGE

The successful candidate must possess a full working knowledge of accounting, U.S. Generally Accepted Accounting Principles (GAAP) and professional familiarity with investment accounting and administrating practices.

SKILLS AND ABILITIES

  1. Mathematical skills needed to implement budget and oversee accounting and project accounting.
  2. Strong MS Excel user skills (e.g. VLOOKUP's and similar functions, pivot tables, file set-up, manipulation and maintenance, etc.).
  3. General accounting system and database software knowledge and application skills and user experience.
  4. Management and supervisory skills including the ability to plan and organize work, set priorities, and delegate tasks.
  5. Must be able to supervise individuals who also work with complex financial data.
  6. Experience in financial statement preparation, compilation, and review, as well as general journal entry preparation and review, financial reporting, account reconciliations and review, and operational forecasting.
  7. Excellent leadership and communication skills including those that communicate effectively with all levels of accounting staff to resolve conflicts and make decisions aligned with organizational priorities.
  8. The ability to effectively communicate financial information to non-finance staff.
  9. A recognized and demonstrated high level of efficiency and accuracy, with an attention to detail, and the ability to analyze large amounts of data.
  10. The successful candidate will have recognized and demonstrated organizational skills and time management abilities to conduct themselves, and to aid in guiding accounting staff and supervisors in tracking and prioritizing ongoing projects and tasks and to effectively and efficiently launch, monitor, and evaluate accounting operations and deliverables.

GUIDANCE RECEIVED

The successful candidate will be guided by department goals and priorities in the making of decisions. This role will require the interpretation of these goals and priorities into action steps involving the delegating of tasks and authorities for their successful completion. There will be broad latitude regarding methods and approaches, but approvals must be obtained for any actions that have policy, service, or cost implications beyond specified parameters given or sanctioned beforehand.

WORKING CONDITIONS

Duties of this position and role are almost always carried out in an office environment with occasional field work that may be required.
